[xslt] ISAPI Filter for IIS

I'm a user of Apache::ASP, including its XML and XSLT features. My day 
job requires that I use IIS and ASP, but I have come to really like 
XSLT. So, I wrote an XSLT ISAPI filter for IIS. It's version 1.0, and 
it's tailored to provide more or less only what I need for my job. It's
