[xml-bindings]a C# binding for libxml2 started

Hi Everyone,
	I've been trying to wrap libxml2 in C# (or IL) these days .
Have wrapped the bare essentials of an XmlParser . I've been
using the Portable.Net runtime/compiler for the job .

I thought may be you guys might like a peek ... ;-)
