You can have an option like that, but it should be a desktop-global
option, implemented by the WM. Something like "Activate windows that
require attention." Metacity is unlikely to include that preference,
but of course KDE and GNOME have slightly different philosophies.
There seems to be a conflict here; if "the user is king" then it makes
sense to allow the user to specify that a particular kind of window gets
raised automatically on creation. If the WM doesn't expose such a
preference, then either the user will be denied the feature, or another
means to expose it must be used (e.g. gdk_window_present).
I think the gaim use case is a very informative one.
