Ok, I have committed a new draft, incorporating _NET_WM_STATE_ABOVE,
_NET_WM_STATE_BELOW, a recommended stacking order,
_NET_MOVERESIZE_WINDOW (ConfigureRequest + gravity) and
_NET_WM_ACTION_MINIMIZE (another overlooked action). If no complaints
arise, I'll declare this 1.2 final in two weeks, i.e. before the end of
September.
