Time for 1.2 ?

I think it is time to consolidate the pending changes and come up with an 
official 1.2 version of the spec. Here is what
I found by scanning the last 6 months of wm-spec-list:


- UTILITY, FULLSCREEN and SPLASH window types

   I don't know if we reached a concensus on this.
