Not all that weird.  And it isn't clear any additional mechanism is needed.

You just use the docking mechanisms for panels for this...

We're already doing some similar things with ion on the iPAQ handheld:
we put a menu button and a button for turning on/off stroked input,
and will momentarily put a mute/audio gain button on, complimenting
the destroy icon already there....
