Ahh... ok I was confused by the description:
"Array of two cardinals that defines the width and height of each desktop

Perhaps we should drop "each". But then again, why do we need this
property at all when we have HeightOfScreen/WidthOfScreen defined in Xlib?

My rationale is simply for less confusion, so that people that have
something that really isn't a toolbar (as most toolkits provide a toolbar
widget), but definately not a menu/dialog/normal window... it makes no
difference to me either, but for people that intend to implement the spec
(whom aren't subscribed to this list) might be a bit confused.

I give up on the _NET_WM_STATE crap. I'm going to change my code so that
it follows the spec. I still think the state mechanism could be much
simpler, and much more straight forward. But since noone else seems to
agree...
Also, on a side note, is gnome using the new spec yet? kde has been for a
few months now.
