spec

It seems like the 1.0 spec will never be completed. What about
splitting in up into a 1.0A and a 1.0B spec.

ie. release a "wm-spec 1.0 part A" with all the things that's completed
now, and then a "wm-spec 1.0 full (part A+B)" later, when it finished.

That way people can impliment the things that people on this list have
agreed on.
