That's actually the other half of the bug. (The first being that one
should not raise the first window where the click started a drag) The
half you mentioned is filed as bug 112308. It looks like it may have
been something that we already have the infrastructure for but was
turned off because it broke QT badly due to some of their bugs and
then was never re-enabled. But, I'm not sure if I'm reading it right.
I'll have to ping Owen or Matthias on it.
