There is a way: apps can set an icon name, which is what is shown in the
window list (unless no icon name has been set: then you just get the
window name) The tooltip, otoh, is always the window name. 
If apps consistently set an icon name to be the short form of the window
name, things would work fine, I guess.

The window list should be changed to display tooltips on grouped window
icons, though.
