Insofar as it says what it does, yes.

Also, being limited to 5 sizes, it's easier to restore one's normal font size
than it would be with just bigger and smaller. Of course, that's easy to fix;
just add a third item to "unzoom."

I've yet to encounter a page needing more than two "zoom ins," or any page
needing a "zoom out." When I do need the text larger, it's usually by two
increments. It's easier to go to the submenu once than it is to go to the
menu twice.

I haven't yet seen a browser menu with text resizers - e.g., "Larger Text" -
on it. Given two options, one which doesn't do what it says, and having to
pick one, I believe the one that does what it says is right.
