I don't think anyone would ever suggest that :)
At a bit of a tangent, I had a visitation from the Ghost of Nils
yesterday who reminded me that there have long been murmerings about a
panel editor, and that panels are really just fancy toolbars. So, it
even if the proposed toolbar editor can't just double as a panel editor
(although that would be ideal), it would be pretty cool if it was
designed in such a way that a panel editor GUI would end up being as
similar as possible...
