I don't think that it is a bad idea to have it on a per-app basis. I
even seem to faintly recall a discussion going on about this, maybe in
the beginning of G2. Can't find it now, though.
My reasoning would go like this: Say I use Galeon every day, and,
obviously, also the G2 Desktop. But I am a casual user of Gnumeric. I do
not want to have annoying tooltips pop up all the time in the Desktop
and in Galeon. I know these in an out. But when I use Gnumeric, they are
incredibly helpful, as from use to use I forget what all the stuff is.
So, why should I be forced to have either all tooltips, or none?
I think it would be much better to have sane way to, say, have a general
setting that effects all apps, except those where I specify otherwise
