[Usability] all-users????

GNOME 2.2.2, FreeBSD 4.8
I don't know why, but my:
applications-all-users:///
seems to be the same as
applications:///
and preferences-all-users:///
to
preferences:///
As a result everyone configures 'all-users' for oneself...
?!?!?!?!?!?!?!?!?!?!?!?!?!?!?!?!?!?!?
Maybe there is some package wrong? but which one?

I am able to add new application associated with certain files. Can I 
remove it in any way???

I'm not a developer I would like to be able to use it.. from time to 
time.. :( Is tehre any mailing list more suitable for such questions?
