[Usability]How - Where - do I adjust scolling for a wheel mouse - Gnome 2.1

In gnome apps one move (bump? ) of the mouse wheel, scrolls by one whole 
page. How do you change this? I'd much prefer 3-5 lines.

I'm using Gnome -2.1.4 on RH 8.0
