Indeed, that seems wrong to me too. I'd rather expect to have it in
fractions of 'em' if feasible. After all, window layout is not too
far from typography...

And I'd prefer to have macros that define padding etc.  If you
design for small screens (as we do over at
http://gpe.handhelds.org/), the standard padding is just too much.
