[Usability]toolbar spacing/layout question

Where is the 'correct' spacing for gtk apps defined? is it somewhere in
the hig or is it somewhere in gtk or bonobo? I ask because an app I'm
poking (abi) doesn't have the same spacing as other apps (see:
http://bugzilla.abisource.com/attachment.cgi?id=897&action=view ) and
I've been asked (http://bugzilla.abisource.com/show_bug.cgi?id=4372)
where that spacing comes from. [I've also noticed the problem in a
couple other GNOME apps a while ago, but they seem to have been fixed.]
