There's no need to start coding; the feature you want is already there.
If you go to Settings|Preferences|User Interface|Toolbar you will get a
toolbar editor where, among the things you can put in the toolbar, there
are "back history" and "forward history" buttons. Just adding them
besides the back and fforward buttons will do what you want.
Perhaps it should be a default (I think it is in Mandrake's galeon), and
perhaps it is important to add something in the HIG about right click on
toolbars... I'll leave that to the UI experts here
