Think of it as a status indicator that happens to have a menu on
it. ;-)

One thing that sucks a bit is that this doesn't exactly change your
current terminal contents, it changes how new stuff appearing in the
terminal gets interpreted.
It's all basically crap, and the right thing is to have everyone using
UTF-8 throughout... so in some sense we're doomed, there is no
reasonable UI for this, because it's some implementation crap that's
getting shoved onto users.
