[Usability]menu panel and preferences



I've attached a package with a glade file the illustrates putting
preferences and settings under a top-level menu representing the user. 
The menu has four top-level menus representing how I work with a
computer; it may be useful in rethinking how the average user might use
a computer.  I put a greater emphasis on the computer's ability to aid
communication and manage tasks.
