* What will be the default layout for -
	* small screens
	* medium screens
	* large screens

I dunno what the screen sizes are...maybe someone could come up with
this based on some sort of testing.

in terms of the following - 
	* number, type and position of panels
	* number, type and position of applets
	* number, type and position of launchers

* What will be the global configuration for the panel? ie. things like
enable animations, keybindings etc...

These are all things that will be schematized and in fact you can see
work in progress in gnome-core/panel/*.schemas.
