Small bug, plus progress on set()

I just fixed an insignificant (but fatal) bug in time-admin, which was caused
by its transfer_*() functions (which take two args) having been registered as
to_xml() and from_xml() (which take one arg) in the tool context.

When you make changes that affect a lot of code, please spend some time to
make sure the existing code still works.

More interesting addition for today: When you apply the configuration changes
in a tool, you get a progress/report window similar to the one presented when
the configuration is first read. Finally you can see what's being done on
behalf of your root account!
