storage RDBMS schema

I've put together my thoughts about why and how I would change the
Storage schema.

There is a second part still to be written.  I'll post a draft of the
Sutra data model tomorrow.  It will illustrate how I think Sutra will
use Storage, and show the strengths of the proposed schema.
