[Shotwell] Shotwell and Owncloud

We don't have Owncloud support in Shotwell.  We have a plugin system for
uploading photos to various web services, and that would be the best way to
implement it.  I've ticketed it for reference: redmine.yorba.org/issues/6850

Shotwell's plugin system is documented at
