[Shotwell] Install Vala 0.11.3??

I have no idea how to install Vala.

I read the link at http://yorba.org/shotwell/install/

....and went to http://live.gnome.org/Vala/Release to get the tar of Vala.

The problem is I have no idea how to install Vala.  I'm really new at
Ubuntu so the directions make too many assumptions in ability (which I
don't have).

Can someone give the the exact commands to install Vala?
