I agree that this is a potential usability problem. I myself got confused
by this a week or two ago when I had Only Favorites checked and it took me a
little while to figure out why newly imported photos weren't being
displayed.

That's a reasonable idea. Another possibility might be to clear Only
Favorites every time Shotwell starts up since I think the user is most
likely to be confused if that setting is set on startup. We'll think about
this more and hopefully make some kind of change for 0.5.
