Request for hard code freeze break: gnome-panel

The menu bar and main menu in the panel have invisible mnemonic: when
you press the first letter of a menu item, it activates it. It was
broken for some time (since at least 2.12, maybe even 2.10) and we fixed
it in 2.13.x.

However the fix introduced a small bug: all underscores in menu items
are hidden. It's most visible in your file bookmarks, if you have a
bookmark of a file containing _.

I attached a patch [1] to the bug that escapes all underscores so that
they are visible again.

It's tested and works.
