This makes the wizard thats been present in 2.0, 1.4 and earlier come
back.  UI is the same as those versions, it has not additional features
over that.  String freeze is not broken.

As for bug fix or feature there was some debate as to whether we should
turn it back on (it was turned off during creation of the plugin system
because that affected configuration), so this kind of makes it either or
depending on your stance.  What tipped the balance to re-enabling to me
was getting asked about it multiple times in the last couple of weeks.
