spec needs to update the VERSION

Steps to reproduce:
1. make rpm 
2. 
3. 


Actual results:
gzip -f9 dist/pyspi-0.5.5.tar
removing 'pyspi-0.5.5' (and everything under it)
mkdir -p rpms/{BUILD,RPMS,SOURCES,SPECS,SRPMS}
