Planner-list request for task scheduling constraint

I'd like to use a kind of constraint on task scheduling different from
the existing "As soon as possible", "No earlier than", or "On fixed date".
Basically, I'd like to combine "As soon as possible" with a constraint on
the day of the week, month, or year. For example, "As soon as possible,
but only on a Wednesday", or "As soon as possible, but only on the first
Monday of the month", etc...
A concrete example is that a project is being implemented which needs to
be reviewed by a panel, and the panel only meets on Wednesdays. The
schedule should show that the review is dependent on task completion, but
cannot happen until the first Wednesday following the task completion.
Is there already something in bugzilla that describes this need? If not,
I'll gladly document this there.
