I think that some of these orders are due to the various libraries
and how the stuff is stored in hash tables. We saw a similar
issue with links between tasks - they reversed themselves.

I wouldn't want to change the schema e.g. don't want to add
a "order" number so I'm envisaging some up/down buttons on the
custom property dialog and make sure thats how the XML file
is written and read is how its displayed on the custom
property dialog and keep that same order on the task/resource
view.
