This adds changes to suppor the SQL dir and locale dirs to be path independant. It also fixes some problems compiling the planner-utils-win32.c due to changes. I will send update the windows patch tomorrow if CVS is behaving well again. It seems like the anonymous CVS is giving me an old version which doesn't include the path changes anymore. Francisco
