OK - probably right for post 1.0 as its a sizable change.

For now, I'd like to focus on the low hanging fruit that we can fix for

and can't actually think of anything else to do on that
other than we should look at implementing the standard (as
it is now) and overtime rates (this isn't bugzilla'd) .
We'll never get a perfect implementation of the wide variety
of how much people cost (i.e. weekend v. holiday v. special
holidays v. T+1/2 or double time or shift allowances ....)
so the two rates + fixed rate will suffice.
