resolve_initial_references() does not throw InvalidName

Hi,
I noticed that if I re-enable the standard compliant behavior, then bad
things starts to happen in the environment. There is a comment in the
ChangeLog that throwing InvalidName will make GNOME misbehave. This
seems to still be the case.
Any deep thoughts?
