reference encoding?

please, could someone tell me how to encode Object-References, you know
"IOR:xcxxxx".
The CORBA.book just describes what is encoded inside, but not how to
encode it. Is this encoding ORB dependend?
Assuming I would have
Byte-Order: (octet)
Host: seq<octet>
Port : short
ObjKey : seq<octet>
.....
A paper describing the algorithm would be fine, too.
