This is ultra non-productive flame bait; clearly it should be up
to the maintainer - the policy is clear, I'm not going to encourage people
to commit modules to Gtk+ without the headers.

Some great quotes in here that perhaps show quite how OTT it could
be viewed as:
"For interactive programs, it is usually a good idea to make the

So - how about some support for this in Gtk+ ? GtkLicenseBox ?
Of course - many projects currently ommit the headers, such as eg.
the kernel - and it seems to have no significant impact on their ability
to scare large companies into playing ball. But does substantialy reduce
the size of the kernel tar.gz I imagine.
