NM should not be scanning continuously, it should follow these rules:

1) Initial scan happens right away
2) Subsequent scans happen every 120s
3) If the user clicks on the applet, scans are bumped up to every 20s
4) After a certain period of user interaction, scans are dropped back to
120s

wpa_supplicant may/may not do some scanning of it's own, but it
shouldn't do much.  If it does to much, we need to figure out how to
suppress that.
