delayed LibHalContext creation

Robert,
This morning I fixed up the HAL stuff such that NM will check for HAL
and if its not found, delay requesting the device list from HAL until it
receives the NameOwnerChanged signal for org.freedesktop.Hal. Let me
know if it doesn't work for you.
