implementaions allow use of DHCPINFORM and therefore fetching of DHCP
configuration independent of getting a DHCP lease _at_all_.
AFAICS ISC's dhcpd has support for it; have a look at
dhcp-3.0.2/server/dhcp.c . The function dhcp() marshalls commands out
to different functions, and calls dhcpinform() to parse inform queries
and send a response.
It _only_ handles inform if it's set "authoritative" for the network,
though.
Of course what I _should_ have typed is that not current Unix DHCP
*clients* allow use of DHCPINFORM. A quick poke around seems to show
that's true for dhclient. No doubt someone will come up with a
counter-example!
