Thats easy enough to do but I would have to disable the callback from
the global prefs "Show hidden and Backup files" option in the file
manager code as removing that callback is the only way to preserve the
hidden state (it currently overrides my toggle setting in all browser
and spatial windows when set or reset). In fact it would be best to
remove that option from the prefs dialog altogether rather than just
disabling it - am I allowed to do that? 

(I think the default should be to hide all hidden stuff and let users
override this on an individual folder basis if they want - please
confirm if thats acceptable)

So backup files should always be shown when hidden files are shown and
vice versa?
