I think that's a very good idea BUT you first have to fix every single
app not using GTK (plain X apps, Blender, QT/KDE apps, OpenOffice -
maybe Michael Meeks and his team are working on this though - and Java
apps) for them to default to ~/Desktop instead of ~/. For example, if
OpenOffice defaults saving files in ~/, a normal using won't be able to
find the files he's saved because they will be _behind_ his visual root
(~/Desktop) and not having Home on the Desktop will make it impossible
to reach it except using the command line.
That said, that could be set as a freedesktop.org standard, couldn't it
