What do you mean? preference whether the menu item is there? That
doesn't make sense to me. There is already a global preference, which is
off by default. That pref should be changed to be the default setting
for the window-local setting when opening new windows.

Sure, no problem, but its not actually *that* simple. It requires some
restructuring in how the hidden prefs is handled. Not rocket science,
but not done in a minute.
