Basically i think that if the user has chosen to use open in new window mode
than they expect a 1-to-1 relation between locations and their window, hence
if they open nautilus and pass a url it should prefer an existing window
first, and otherwise open a new window as it already does in the file
manager. The main use case for this is gnome_vfs_url_show. If a user uses
something like my OpenApplet, I think they'd expect this.
This patch has no affect on browser mode.
