To jump into this discussion, I think this makes the most usability
sense so far, although I don't think rename should be in there.

I think cut, copy, paste, delete/trash, rename, properties and so on
should be in the top level menu (the "file actions"), and other actions
should be in an "Actions" submenu. Or you could turn the whole
philosophy around, and have the "Actions" in the toplevel menu, and a
"File management" (or otherwise named) submenu.
