I too though about this but then dismissed it... two non-administrator
users trying to copy one file to another is a much rarer circumstance,
and there exist many other means for one user to transfer to another
user... however, if one of those users has the root password, the system
need not complicate itself with having to change to *any* user... root
can do anything... and any time you want to override protective
constraints such as in this case, root is the user you want to be able
to do it... my $0.02 anyways...
