Yeah, I think so. Though the scripts might have some clever way of
bailing out immediately in some cases, we'd always at least fire up
one script. I doubt this is noticeable performance-wise.

This is sort of a policy decision that depends on what the scripts
contain. You could write scripts that did this, or some that didn't.

My feeling is the default scripts should always create Home and Trash
if those don't exist, but something like links to a web site those
might only be created the first time you log in (with first time
tracked via a stamp file or whatever).

Yep. Though it's sort of a "soft" dependency in some sense.  (It
really just depends on a binary called "desktop-directory-update"
existing.)
