The patch itself looks good, but I'm not sure it's doing the right thing. 
The text in the id3 tags is encoded in some way, but the encoding is 
almost certainly not same as the users current locale. (In general i mean, 
for a particular user that may be true.)

I'm hoping that the id3 spec defines either what encoding is used for the 
tags, or that the encoding used is stored somewhere in the id3 data.
