Patch for 83524 - Help button for 'Backgrounds & Emblems' dialog

Hi again, there is a patch at the end of:

It adds a 'Help' button to the 'Backgrounds & Emblems' dialog.

I had to rearrange the widgets a little so the Help button was placed on
the left edge of the dialog.
