A few more comments:

1) Fixes for bugs in the database are welcome at any time. Even for bugs
marked "future" or for some milestone beyond the next one. The target
milestone is just a way to mark the critical bugs we feel are must-fixes for
a particular milestone.

2) We normally choose bugs to attach to a target milestone based on
importance of a fix, rather than on the ease of doing a fix.

3) Sorry about the bizarre use of commas in my last message on this thread.
