Hovering the mouse never makes a popup appear in Nautilus. The only behavior
changes that occur when the mouse is just moved over an icon are (1) the
icon "lights up" as an indication that it is an active target for clicking,
and (2) some types of sound files will play their sound (and a little
musical note graphic will appear for a moment).
To make a popup menu appear, click the right mouse button. If you
right-click on the background, you will get one menu. If you right-click on
an item, you will get a different menu.
